AQM is working with DS/ST to procure Quality Assurance Liaison (QAL) Support Services from an industry partner that will work seamlessly with the Bureau of Overseas Building Operations (OBO) and other ST technical teams to provide efficient and effective design review and independent verification and validation (IV&V) for ST and OBO TSS installation projects and to provide performance metric/data analytics services to support ST program management efforts and improve the quality of DOS technical security products and services. The requirements of the RFP are in the form of a Performance Work Statement (PWS), which specifies the desired QAL capabilities and performance requirements, but does not direct how these capabilities are to be met. The intent is to leverage private sector expertise and experience to develop a creative and cost effective DOS PSIM system. DOS has elected to procure the QAL Support Services as a Women-Owned Small Business Set-Aside. The Government does not intend to hold a pre-solicitation conference. Comments and questions related to the RFP must be submitted in writing on or before Wednesday, December 8, 2021 at 2:00 pm EST to be considered by the Government. Submitted comments and questions should not contain proprietary markings and must be submitted via email to AfrasiabiF@state.gov and MooreGC2@state.gov. Comments and questions can be submitted incrementally. Please make every effort to reference the applicable sections and paragraphs of the RFP that are in question. The Government may not respond to questions or comments, however all questions and comments received prior to the due date and time will be considered.
