Description

The U.S. Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE), on behalf of the Mine Safety and Health Administration (MSHA), has a need for Design/Build Architect-Engineer (A&E) and Construction Services for the National Mine Health and Safety Academy (NMHSA) located at 1301 Airport Road in Beaver, West Virginia, in accordance with this Request for Proposal (RFP).

This RFP will result in a single award.

The Period of Performance shall be Upon Receipt of Award to 365 Days After Award.

This is a Total Small Business Set-Aside.

Tradeoff source selection procedures will be utilized.

Site visits are allowed. Please note that the Government will NOT cover any costs for site visits. If you would like to schedule a site visit, please coordinate with Alicia Jackson via email at jackson.alicia.m@dol.gov.

Background
The U.S. Department of Labor (DOL), through the Office of the Senior Procurement Executive (OSPE), is seeking Design/Build Architect-Engineer (A&E) and Construction Services for the National Mine Health and Safety Academy (NMHSA) located at 1301 Airport Road, Beaver, West Virginia.

The Mine Safety and Health Administration (MSHA) aims to enhance safety and health in mining through this project, which involves significant renovations to existing facilities.

Work Details
The contract encompasses a range of construction tasks including:
- Selective demolition of the F Building to convert office space into a service/maintenance shop for facility ground equipment.
- Renovation of the Butler Building to transform it from a warehouse/maintenance facility into an office space accommodating 26 personnel, including lab space, locker rooms, and cubicle areas.
- Installation of a water filter system in the mechanical room.
- Coordination of design and construction efforts to ensure timely project completion while adhering to safety regulations and maintaining positive relations with stakeholders.

Place of Performance
All construction activities will take place at the National Mine Health and Safety Academy located at 1301 Airport Road, Beaver, West Virginia.
