This procurement is intended for construction services to repair and modernize Mike and November Wharves and appurtenances at Naval Base Guam Apra Harbor. The RFP is for work which includes demolition and comprehensive civil, structural, mechanical, electrical utilities, cathodic protection, fire protection, mooring & berthing, and telecommunications systems repair. In addition, new sight lighting, safety ladders and oil boom slide rails will be provided. The project will be a design-bid-build to include geotechnical surveys, subsurface investigations, soils analysis, and soil borings.

The NAICS Code for this procurement is 237990 (Other Heavy and Civil Engineering Construction) and the annual size standard is $39.5 million. The estimated cost of construction for the project is between $100 million and $250 million.

The solicitation is issued as an unrestricted procurement utilizing tradeoff source selection procedures which require Offerors to submit a technical proposal, past performance information, and a price proposal for evaluation by the Government. Offerors shall submit with their offer a bid bond of $3,000,000 or 20 percent of the bid price, whichever is less.

This is a new procurement. It does not replace an existing contract. No prior contract information exists. The Government does not intend to use Federal Acquisition Regulation Part 12 for this acquisition.

A written pre-proposal conference will be held where questions may be answered relative to this RFP. Prospective Offerors are requested to submit, one (1) week prior to the site visit, any questions they may have in writing to Sylvia Lizama via email at sylvia.r.lizama2.civ@us.navy.mil using Attachment (1) of the solicitation.

A one-time site visit of the project location will be held on Wednesday, December 14, 2022 at 10:00 a.m., Guam time. Requests for base access to attend the site visit must be submitted electronically to Sylvia Lizama via email at sylvia.r.lizama2.civ@us.navy.mil using Attachment (2) of the solicitation. Foreign nationals who will be attending the site visit shall complete the Foreign Visitor Request form in Attachment (3) of the solicitation and provide a copy of their passports.

NOTICE: The solicitation and any amendments can be accessed via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Printed copies of the solicitation will not be issued.
