The FBI intends to award a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract for 5.56 NATO/223 Remington Ammunition. The four (4) ammunition categories sought for this caliber are service, training reduced-lead, non-jacketed frangible, and jacketed frangible. Please see the attached RFP for complete details and instructions.

For ease, the FBI has included Attachment 2 within the RFP and as a separate attachment.

Questions pertaining to the solicitation are due by 1:00 PM/EST on Wednesday July 16, 2025.

Proposals must be received by 1:00 PM/EST on Monday September 29, 2025.

Background
The Federal Bureau of Investigation (FBI) is seeking to award a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract for 5.56 NATO/223 Remington ammunition. This contract aims to support law enforcement operations and training activities by providing four categories of ammunition: service, training reduced-lead, non-jacketed frangible, and jacketed frangible.

The FBI intends for this contract to be available not only to its own agency but also to other law enforcement agencies within the Department of Justice (DOJ).

Work Details
The contract will cover the following categories of 5.56x45mm NATO / 223 Remington caliber ammunition:
1. **Service Ammunition**: Intended for duty use and self-defense.
2. **Training Reduced-Lead Ammunition**: Designed for firearms training.
3. **Non-Jacketed Frangible Ammunition**: Made from compressed metal powders and/or polymers, suitable for firing at steel targets at close distances.
4. **Jacketed Frangible Ammunition**: Fully or semi-jacketed ammunition intended for use with suppressed weapons at steel targets at close distances.

Specifications include:
- Service and Training Reduced-Lead projectiles weighing between 45 and 77 grains.
- Non-jacketed Frangible projectiles must be lead-free and designed to break apart upon impact with steel.
- Jacketed Frangible projectiles must not leave remnants in the weapon when fired.

All ammunition must conform to SAAMI or NATO standards, with no previously used components allowed.

Period of Performance
The period of performance is set until June 30, 2025.

Place of Performance
The products will be delivered to various locations as specified by the FBI, including the FBI's Ballistic Research Facility at Redstone Arsenal.
