Description

This is a Request for Information (RFI). The Department of Veterans Affairs (VA), Office of Inspector General (OIG) is conducting Market Research for a draft requirement, Case Management Solution, that includes capabilities related to investigations, congressional inquiries, and hotline allegations.

Please note that this is not a solicitation. No award(s) will be issued against responses to this RFI. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI.

Any future contract/order that might be awarded related to OIG requirements set forth in this RFI or other market research will be made in accordance with the Federal Acquisition Regulations.

Further, there will not be a contract awarded as a result of this RFI; and the submission of data at this time will not impact any firm's participation in the future competition of a contract. In addition, the purpose of this RFI is to obtain market information on capable sources of supply, industry practices, and input specific to the information provided. The Government is not responsible for any costs incurred by industry in furnishing this information. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned.

Background
The Department of Veterans Affairs (VA), Office of Inspector General (OIG) is conducting Market Research for a draft requirement, Case Management Solution, that includes capabilities related to investigations, congressional inquiries, and hotline allegations. The OIG's mission is to serve veterans and the public by conducting meaningful independent oversight of VA. The OIG performs audits, inspections, investigations, and reviews that improve the efficiency, effectiveness, and integrity of the VA’s’ programs and services. The OIG has over 1,100 staff organized into five primary directorates: the Offices of Investigations, Audits and Evaluations, Management and Administration (including the OIG hotline), Healthcare Inspections, and Special Reviews.

Work Details
The OIG is seeking a commercial-of-the-shelf (COTS) case management system to replace its existing Enterprise Management System (EMS). The new system will allow OIG employees to create, maintain, retrieve, and manage all data related to hotlines, investigations, congressional affairs. The ideal system will involve minimal customization and integration effort past implementation. The system shall initially replace EMS for OIG’s Office of Investigations, Hotline Division, and Office of Congressional Relations. Additionally, the system would be configurable to OIG’s business process, user roles and involve minimal customization. These capabilities shall include logical access controls and management; complaint intake via a customizable web form, document upload, and manual input; complaint tracking, triage, referral, and disposition management; hotline case management including the ability to open, review, close, and track results; investigation case management including the ability to make referrals conduct case reviews close track results; workflows notifications; advanced search with drill-down capability; tracking time associated with investigations; employee training record input; personnel suitability security; document form creation with built-in templates; custom reports specific to OIG’s oversight work; investigation activity management; evidence management with barcoding multi-site capabilities; data migration interoperability with existing OIG external applications; print/export/download capability; ability upload/tag images/audio/video files with associated cases; scan/load documents into the system with OCR; mobile-friendly interfaces.
