Description

The U.S. Army, 409th Contracting Support Brigade (409th CSB), Unit 23163, APO AE 09227, is holding a Site Visit for Request for Information for the project number GDP-B0683-6P for the Replacement of chillers in training Center #8280 loacted in Baumholder Smith Barracks, Baumholder, Germany. The site visit is scheduled for Thursday, 25 June 2026 at 1200 h Central Europen Summer Time (CEST). All participants shall meet in front of building #8280 in Baumholder Smith Barracks. Background
The U.S. Army, specifically the 409th Contracting Support Brigade (409th CSB), is initiating a project for the Replacement of chillers in Training Center #8280 located in Baumholder, Germany. The goal of this contract is to ensure efficient cooling systems are maintained within the facility, which is critical for its operations.

A site visit is scheduled to provide potential bidders with an overview of the project requirements and site conditions.

Work Details
The contract includes the following tasks:

- Dismantling and disposal of two existing chillers.
- Delivery and installation of two new chillers and accessories.
- Delivery and installation of two new supply air fans.
- Delivery and installation of two new buffer tanks and a hydraulic system, including plate heat exchangers and pumps for integration into the existing heating system.
- Renewal/replacement of various pumps.
- Necessary modifications to electrical cables and components.
- Replacement of the measurement and control system (MSR), including control cabinet, and distributed control system (DDC), including programming and integration into the existing building management system (GLT) in Building 8164.
- Preparation of as-built documentation and maintenance plans.

Bidder Requirements
Bidders must demonstrate technical capability through a two-step sealed bidding process. In Step One, bidders are required to submit technical proposals without pricing information. Only those proposals deemed technically acceptable will advance to Step Two where pricing will be submitted.
