SOURCES SOUGHT NOTICE

Sector Southeast New England Full Food Services at Woods Hole, MA

This is not a solicitation announcement. This is a Sources Sought Synopsis only pursuant to FAR Part 10, Market Research. It does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB), nor does it restrict the Government as to the ultimate acquisition approach. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products/services that may be of interest to the United States Coast Guard (USCG) as described in the attached Statement of Work (SOW). Responses will assist the Government in determining the appropriate acquisition strategy, including whether a set-aside is appropriate.

Background
The United States Coast Guard (USCG) is seeking to gather information on commercially available full food services for the Sector Southeast New England Dining Facility located at Woods Hole, MA.

This Sources Sought Notice is intended to assist the USCG in determining potential sources and acquisition strategies for the required services, which include all necessary food, personnel, management, supervision, materials, supplies, and transportation.

The anticipated start date for this requirement is September 1, 2025, with a base year and four one-year options.

Work Details
The contractor will be responsible for a variety of tasks including: managing the dining facility; cooking and food preparation; stocking, serving, and replenishing food; cleaning facilities, equipment, and utensils; preparing vegetables and fruits for the salad bar; bussing tables in specified dining areas; performing cashier services as needed; maintaining quality control; and ensuring minor operator maintenance of food service equipment.

The contractor must also develop a Quality Control Plan (QCP) that includes an inspection system to monitor service performance. Specific quality control functions include supervision of services, contract menu planning emphasizing variety and creativity, budget and accounting practices, ordering of food products and supplies, receipt and storage of foodstuffs, sanitation and maintenance of facilities, labor practices including hiring and retention strategies, waste management practices including recycling efforts, compliance with health and safety regulations including personal hygiene training for employees, conducting customer surveys to validate service quality, and establishing key control procedures.
