Background
The Bureau of Prisons (BOP), a component of the Department of Justice, is responsible for federal offenders sentenced to imprisonment. This contract aims to manage and operate a Residential Reentry Center (RRC) in Garden Grove City, Orange County, California, consistent with the BOP's mission to protect society by confining individuals in controlled environments that are safe, humane, cost-efficient, appropriately secure, and provide opportunities for self-improvement.

Work Details
The contractor will furnish all personnel, management, equipment, supplies, and services necessary for the operation of the RRC. Key tasks include maintaining a current operations manual; providing 24-hour staff coverage; developing contingency plans for emergencies; ensuring compliance with BOP policies and applicable laws; conducting community outreach; managing fiscal responsibilities; and implementing a drug and alcohol surveillance program.

Specific services include referral and intake processing, home confinement management, security and accountability measures, discipline enforcement, food and medical services provision, records maintenance, release procedures oversight, escape procedures implementation, handling serious illness or death cases, USPO case management, research and evaluation activities, BOP inspections facilitation, deductions and reimbursements processing. The contractor must also provide training programs addressing sexual abuse prevention and intervention.
