THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.

The purpose of this Request for Information (RFI) is to gather market intelligence, technical approaches, and rough-order-of-magnitude (ROM) considerations to inform a potential future procurement of a Mission Integration Prime capability to manage and perform mission integration functions for GeoXO series satellites.

These documents are for information and planning purposes, to allow industry to verify reasonableness and feasibility of the requirements, to allow industry to provide meaningful feedback to improve the requirements for the Government's consideration, and to promote competition.

All responses shall be submitted electronically via email to Travis Hagelberg at Travis.M.Hagelberg@nasa.gov no later than 5:00 PM Eastern Time on May 11, 2026. When responding, please reference RFI-MIP-2026.

This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

Amendment 1 (April 2, 2026): The page limit for responses is increased from 20 pages to 30 pages.

Amendment 2 (April 23, 2026): The due date for responses is changed from May 4, 2026 to May 11, 2026.

Background
The National Aeronautics and Space Administration (NASA), through the Goddard Space Flight Center (GSFC), is seeking information from qualified vendors to support the National Oceanic and Atmospheric Administration (NOAA) Geostationary Earth Orbit Observations (GEO) Program. This initiative aims to gather market intelligence and technical approaches for a potential future procurement of a 'Mission Integration Prime' capability for managing mission integration functions related to the GeoXO series satellites, which are critical for continuous weather monitoring and environmental observations across the Western Hemisphere.

The GeoXO program is a follow-on to the Geostationary Operational Environmental Satellite (GOES)-R series, with an initial launch planned for 2032.

Work Details
The Mission Integration Prime (MIP) contractor will provide comprehensive services including:

1. Launch Vehicle Services:
- Two launch vehicles for GeoXO-1 and GeoXO-2 satellites.
- Management of launch campaign planning, operations, licensing, and countdown execution.
- Development and verification of launch vehicle integration requirements.
- Integration of satellites with launch vehicles.

2. Payload Processing Services:
- Management of a payload processing facility for GeoXO-1 and GeoXO-2 satellites.
- Support in logistics, processing, testing, and fueling at the facility.

3. Mission Operations Services:
- Facilities, antennas, ground systems, and personnel to operate satellites from lift-off through 10 years of on-orbit operations.
- Pre-launch readiness testing and operations product development.
- Command and control operations for both satellites from lift-off through their operational lifetime.
- Data uplink/downlink from an FCC L-band protected ground station using a FISMA compliant system.
- Real-time operations management including spacecraft activation and post-launch testing.
- Generation of Instrument Level 1b (L1b) science products from raw data.

Period of Performance
The contract will encompass activities leading up to the initial launch planned for 2032 and will continue through 10 years of operational support for each satellite post-launch.

Place of Performance
The contract activities will primarily take place at NASA's Goddard Space Flight Center (GSFC) and associated facilities.
