RFI-Human Resources PAR, Pay and Benefits Processing Service

Background
The United States Department of Commerce (DOC) is seeking industry input through this Request for Information (RFI) regarding Personnel Action Requests (PAR), Payroll, and Benefits (PP&B) services.
This RFI aims to gather market research information and does not constitute a formal Request for Quote (RFQ) or Proposal (RFP).
The DOC's mission includes ensuring effective management of human resources, and the goal of this contract is to enhance their capabilities in managing personnel actions, payroll processing, and employee benefits.

Work Details
The Contractor shall develop and maintain a comprehensive Contractor Staffing Plan that includes an Executive Summary, Staffing Objectives, Organization Structure, and Staffing Benchmarks.
They must also create a Records/Document Management Plan that ensures the preservation of records in compliance with the Federal Records Act and other applicable laws.
Key tasks include:
- Creating and preserving records documenting DOC functions and decisions.
- Leveraging electronic records management tools.
- Maintaining records for FOIA compliance.
- Cooperating with NARA for records management improvements.
- Providing a repository for PP&B documentation with real-time access for DOC.
- Maintaining a Deliverables Tracking List and Deliverables Repository.
- Offering copying and duplication services as needed.
Additionally, the Contractor must conduct Workforce Analysis, Leadership/Succession Planning, Retention Management Programs, Recruiting Programs, Qualification Training Programs, and manage subcontractor staffing levels.
The Staffing Plan must be updated regularly to reflect significant changes.
