This is a request for Information (RFI) for Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI) IT Training and Communications Services (ITaCS). THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation announcement. This RFI is solely for market re search and planning and information purposes and is not to be construed as a commitment by the Government to issue a subsequent solicitation (Broad Agency Announcement, Request for Proposal, etc.). This RFI does not commit the Government to contract for any supply or service. ICE is not seeking proposals at this time. Responders are advised that the U.S. Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned. If you submit proprietary information, you must clearly mark PROPRIETARY on every sheet containing such information and segregate the proprietary information to the maximum extent practical from other portions of your response (e.g., use an at tachment or exhibit). Respondents are responsible for adequately marking proprietary information in their response. All infor mation received in response to this RFI that is marked Proprietary will be handled accordingly.

RFI Purpose:This RFI/Sources Sought is seeking information to aid in refining the acquisition strategy, determining if a set aside will be used, contract vehicle selection, and seeking comments and information on the Performance Work Statement (PWS). The PWS is a draft and is subject to change.

Background
This Request for Information (RFI) is issued by the Immigration and Customs Enforcement (ICE), specifically the Homeland Security Investigations (HSI) division, to gather information for IT Training and Communications Services (ITaCS).

The goal of this RFI is to refine the acquisition strategy, determine potential set-asides, select contract vehicles, and solicit feedback on the draft Performance Work Statement (PWS). This RFI is not a solicitation for proposals but aims to inform market research and planning.

Work Details
The contractor will provide training and communications support services for the Department of Homeland Security (DHS), ICE, Office of the Chief Information Officer (OCIO), Solutions Delivery Division (SDD) Branch supporting HSI COT.

Key tasks include:
1. **Training Services**: Assessing current training documentation, designing training strategies, developing materials, and delivering training for COT systems.
2. **Communications Services**: Assessing communication needs, designing communication plans, and delivering communications related to programs impacted by COT systems.
3. **Organizational Change Management**: Implementing change management practices to facilitate user adaptation to new technologies.
4. **IT Instructional Systems Design**: Tailoring instructional systems to meet user needs through innovative training methods.
5. **Content Management Portal**: Configuring and maintaining an online portal for housing training content. The contractor must adhere to best practices in training and communications while working in a dynamic Agile environment with other project teams.

Period of Performance
The period of performance will be defined in subsequent solicitations but will encompass multiple phases aligned with the development and deployment of IT systems.

Place of Performance
The contract will primarily be performed at various locations as required by ICE, including potential travel to external facilities.
