RFI for Public Branch Exchange (PBX) Functionality

ID: 28321325RI0000022 • Type: Synopsis Solicitation

Description

Posted: Feb. 26, 2025, 3:13 p.m. EST

This is a Request for Information (RFI) to gather information on available commercial off the shelf products or applications that can provide IP Based Public Branch Exchange (PBX) functionality for SSA Field Offices.

The Office of Communications Services (OCS) plans to transition field office general inquiry lines to the Amazon Connect product offering which is currently the National 800 Number service provider. Amazon Connect does not provide all functionality required in a field office environment needed to perform back-office type of work, such as E911, Emergency notifications, call park, overhead paging, admin functionality, etc.
The purpose of this amendment is to provide SSA responses to vendor questions and to extend the RFI response due date.

Background
The Social Security Administration (SSA) is exploring options for a potential Enterprise Phone System to replace the legacy VoIP solution, known as Telephone System Replacement Project Private Cloud Offering (TPCO), currently utilized throughout the Agency’s field office locations and the Headquarters Telephone System (HTS).

The TPCO system is configured in a geo-redundant manner between the Agency’s datacenters, providing seamless failover operation in case of a datacenter outage. The SSA's business operations are aligned into ten regions, including both CONUS and OCONUS locations, servicing over 1,500 Enterprise Offices and 18 Large Enterprise Sites with approximately 22,000 physical phones and 65,000 softphone clients.

This RFI seeks to identify the availability and technical capability of qualified businesses that can provide IP Based Public Branch Exchange (PBX) functionality for SSA Field Offices.

The RFI aims to gather insights on industry capabilities and any concerns regarding these requirements. Interested parties are encouraged to respond if they believe they can meet these specifications.
