RFI for New DMCC Retransmission Device

Background
The Defense Information Systems Agency (DISA) / Emerging Technology Directorate is seeking industry input through this Request for Information (RFI) to better understand the capabilities, solutions, and services available to support the future evolution of Commercial Solutions for Classified (CSfC) compliance retransmission devices.

DISA manages mobile device services for the Department of Defense (DoD) and approved non-DoD users, and is required to keep pace with evolving CSfC compliance. The goal of this RFI is to gather recommendations from vendors on innovative strategies that enhance both effectiveness and cost efficiency of retransmission devices.

Work Details
The scope of effort includes seeking information on available products that can replace existing retransmission devices (RDs) for current and future mobile devices.

The new RD must meet the tethering requirement of the CSfC Mobile Access Capability Package (MACP), which has proven difficult with smartphones due to their form factors. The RD should be compact, ideally smaller than a traditional smartphone, while adhering to CSfC MACP requirements. It must support both cellular and Wi-Fi connectivity on the wide area network (WAN) side, with a minimum requirement for Wi-Fi connectivity only. Additionally, the RDs should be designed to allow quick attachment to various mobile device form factors after market release.

The anticipated vendor responsibilities include providing new compact CSfC MACP compliant RDs and custom cases/sleeves for 2,500 tablets and 1,800 smartphones for users both within and outside the continental United States. Technical characteristics will follow a two-phased approach: a pilot phase to test specific commercial solutions against security and operational requirements, followed by scaling successful solutions for full-scale operations.
