This Sources Sought/Request for Information (RFI) is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ)/Request for Proposal (RFP) or a promise to issue an RFQ/RFP in the future. The Government is not seeking quotes and will not accept unsolicited quotes.

The Federal Aviation Administration (FAA), in support of AJM-3 Enterprise Services (ES) and the planned establishment of the Telecommunications Infrastructure Support Organization (TISO)-within the Program Management Organization (PMO), is seeking information to better understand market capabilities and constraints in providing support of a potential procurement entitled - Enterprise Services Technical Acquisition and Business Support Services (ETABSS). The ETABSS procurement is envisioned to support multiple Directorates and FAA programs within the Program Management Organization. The objective of this potential procurement vehicle is to achieve streamlined, efficient enterprise management of program engineering, technical, and business support services.

Background
The Federal Aviation Administration (FAA) is issuing this Request for Information (RFI) to gather insights on market capabilities and constraints for a potential procurement titled Enterprise Services Technical Acquisition and Business Support Services (ETABSS).

This initiative is in support of the AJM-3 Enterprise Services and the planned Telecommunications Infrastructure Support Organization (TISO) within the Program Management Organization (PMO). The ETABSS procurement aims to provide efficient management of program engineering, technical, and business support services across multiple FAA programs.

Work Details
The ETABSS procurement will encompass a wide range of acquisition program lifecycle services, including:
- Acquisition Program Management Support: Capital Planning Support, Screening Information Requests preparation, award fee determination, source evaluation process assistance, vendor proposal assessment, program metrics development, and Service Level Agreements support.
- Program & Business Management Support: Earned Value Management, Communications & Outreach, Enterprise Resource Management, Lifecycle Cost Estimating, Logistics Support including training, Performance Management, Program Analysis and Reporting, Quality Assurance/Management, Risk Management, Workforce Management and Training Support, Budget Execution and Programming Support.
- Technical & Engineering Support: Interoperability Support, Configuration Management, Engineering Services, Enterprise Architecture Planning, Security Planning, Software Engineering and Development support.
- Air Traffic Controller Training Support Services: Workforce Management, Training Support, Certification and Accreditation support.

Place of Performance
The contract will be performed at various locations as required by the FAA programs supported under the ETABSS procurement.
