RFI-Cost Assessment and Program Evaluation (CAPE)

Background
The National Geospatial-Intelligence Agency (NGA) is seeking information to support its Corporate Operations Cost Assessment and Program Evaluation (CAPE). The goal is to develop Agency Cost Positions (ACPs) and conduct related cost and programmatic analyses of acquisition programs. NGA's mission includes providing independent assessments and evaluations to inform resource decisions, ensuring effective fiscal planning, and adapting analyses to meet broad NGA, DoD, and IC requirements.

Work Details
Contractor personnel must have active Top Secret/Sensitive Compartment Information (TS/SCI) clearances for classified work. They will follow the DD Form 254 - Contract Security Classification Specification and comply with NGA, DoD, and IC information security policies. Key tasks include:
- Monthly Interim Progress Reviews (IPR) detailing contract status, accomplishments, and next steps.
- Development of Initial, Interim, & Final Cost Estimate Models for each estimate.
- Final Presentations including methodology and risk analysis for each estimate.
- Peer Review Presentations covering ground rules, data collection methodology, and draft results.
- Action Item logs from peer reviews with status updates.
- Technical Reports summarizing statutory requirements and programmatic baselines.
- Supporting Documentation including all data collected during the contract.
- Working Cost Models developed weekly.
- Technical Exchange Meeting Minutes documenting interviews with SMEs.
- NGA Inflation Index incorporating historical projections for budgeting purposes.
- Update and maintenance of a CAPE CER library for data normalization.

Period of Performance
Estimated Period of Performance is from June 8, 2025 to June 7, 2026.

Place of Performance
The contract will be performed at NGA Washington and contractor site(s).
