Description

DISA seeks to modernize the way that Human Resources-related information technology services are provided at the agency and transform them into a full lifecycle Human Capital Management System that fully supports DISA's human capital and workforce development initiative, Workforce 2025, OMB's Cloud Smart strategy, and DoD's Software Modernization Strategy, emphasizing the importance of commercial partnerships through the adoption of cloud.

DISA is in the need of a system whereby DISA procures the SaaS/PaaS licenses and controls the tenancy. DISA owns the data, structures, workflows, reports, and templates; and an industry partner provides the analysis, business process re-engineering (BPR), system integration (SI), and organizational change management (OCM) services to achieve a phased delivery of capability. DISA is currently investigating the usage of Moodle but is interested in discovering other potential approaches as well."

The purpose of this RFI is to gather market information that can address key aspects of this effort. This includes the extent of the BPR, SI, and OCM services that will be required to assess, automate, and optimize DISA Human Capital Management (HCM) related processes, successfully implement the ultimate HCM solution in a cloud service offering (CSO) in accordance with DoD Information Impact Level 5, and ensure that DISA stakeholders will embrace it and use it as intended.

The analysis of the information received from this RFI is expected to lay the groundwork for a blended acquisition strategy that identifies the SaaS or PaaS offering and license structure to be acquired and provide the professional services required to implement it.

Background
The Defense Information Systems Agency (DISA) is seeking to modernize the way that Human Resources-related information technology services are provided at the agency and transform them into a full lifecycle Human Capital Management System that fully supports DISA’s human capital and workforce development initiative, Workforce 2025, OMB’s Cloud Smart strategy, and DoD’s Software Modernization Strategy. DISA is in need of a system whereby DISA procures the SaaS/PaaS licenses and controls the tenancy. DISA owns the data, structures, workflows, reports, and templates; and an industry partner provides the analysis, business process re-engineering (BPR), system integration (SI), and organizational change management (OCM) services to achieve a phased delivery of capability.

Work Details
The project includes identifying and planning for the transition of select data, workflows, interfaces, and reports from the current system; determining the ideal 'to-be' business processes and system requirements with a focus on improving efficiency, effectiveness, and accuracy; designing, developing, integrating, testing, deploying, and maintaining the HCM system; developing data standardization procedures; establishing a scalable and secure data storage infrastructure; creating a user-friendly interface for ad-hoc reporting; migrating existing reporting features of CMIS to the new system where appropriate; integrating automation, predictive analytics, and business intelligence tools; ensuring compliance with data privacy and security regulations; providing the OCM and training support necessary to prepare the DISA population for the changes in business processes while promoting successful adoption.
