Description

The Criminal Justice Information Services Division (CJIS) Enterprise Architecture (EA) team is looking to identify capabilities that can facilitate and/or enable a national decentralized information sharing environment that will allow states to analyze and share information from Computer-Aided Dispatch (CAD), Law Enforcement Records Management Systems (LERMS), and other criminal justice/public safety information systems without requiring data to be uploaded into a centralized national-level information system.

Background
The Criminal Justice Information Services Division (CJIS) Enterprise Architecture (EA) team, located in Clarksburg, WV, is conducting market research through this Request for Information (RFI). The goal is to identify capabilities that can facilitate a national decentralized information sharing environment. This environment will enable states to analyze and share information from Computer-Aided Dispatch (CAD), Law Enforcement Records Management Systems (LERMS), and other criminal justice/public safety information systems without requiring data to be uploaded into a centralized national-level information system.

The CJIS Division aims to improve long-term scalability while maintaining state control over data dissemination.

Work Details
The RFI seeks input on the following capabilities:
1. Implement standards for state-specific implementation paths in a heterogeneous technology environment.
2. Perform analytics on state-level CAD, RMS, and criminal history data sets, including trending and pattern analysis.
3. Publish data sets to specific communities and subscribers such as crime reporting departments and investigators from partner law enforcement agencies.
4. Provide APIs for the national investigative community to search published data sets and subscribe to certain types of events for alerts on incidents of interest.
5. Merge knowledge graph information created by in-state analysis with that from other states and provide standardized knowledge graph information for partner investigations.
6. Enable communication with a national-level node that serves as a centralized analytical tool for authorized users, integrating with state-level systems and managing data dissemination for federal law enforcement agencies.
