Description

The Federal Aviation Administration (FAA) is committed to delivering world-class training that equips Air Traffic Controllers (ATCs) to safely manage the National Airspace System (NAS). This Request for Information (RFI) for ATC training is being issued in accordance with the FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. Responses to this RFI will be used for informational purposes only to support the development of a training strategy for ATC training.

Background
The Federal Aviation Administration (FAA) is dedicated to providing top-tier training for Air Traffic Controllers (ATCs) to effectively manage the National Airspace System (NAS). This Request for Information (RFI) aims to gather insights to develop a comprehensive training strategy in light of an anticipated surge in ATC trainees, as part of the President’s and Secretary Duffy’s hiring initiative announced on February 27, 2025. The FAA seeks innovative training strategies and technologies to enhance the training process.

Work Details
The FAA is interested in information regarding:

1. Increasing throughput at the FAA Academy through expanded simulation capacity, modular and competency-based training models, and optimized classroom and lab utilization.

2. Improving student success and reducing time-to-certification with adaptive learning, predictive analytics, and targeted remediation for struggling students.

3. Utilizing Artificial Intelligence (AI) for predicting outcomes, providing real-time feedback, analyzing performance data for course corrections, and enhancing adaptive training content.

4. Implementing immersive technologies such as Virtual Reality (VR), Augmented Reality (AR), and Mixed Reality (MR) for high-fidelity training scenarios.

5. Addressing instructor workforce constraints by supplementing retired controllers with qualified adult educators through train-the-trainer programs and productivity-enhancing tools.

6. Enabling distributed and remote training via secure cloud-based platforms with remote performance monitoring.

7. Applying data-driven program management to continuously improve training quality, efficiency, and scalability.

Period of Performance
The contract will be performed over a period that aligns with the FAA's strategic goals for ATC training enhancements.

Place of Performance
The primary location for performance will be the FAA Academy in Oklahoma City, OK, along with field facilities where ATCs are assigned.
