RFI - Agentic AI and Advanced GenAI Training Support Services

Background
The United States Postal Service (USPS) Office of Inspector General (OIG) is an independent federal law enforcement agency that provides oversight to the USPS and the Postal Regulatory Commission (PRC). Its mission includes conducting audits, reviews, and investigations related to Postal Service and PRC programs, promoting efficiency within these entities, and informing relevant stakeholders about deficiencies and corrective actions.

The Research and Insights Solution Center (RISC) within the OIG aims to enhance its workforce's capabilities as the agency adopts Generative AI (GenAI) frameworks. The goal is to transition from basic chat interfaces to autonomous agentic workflows and efficient 'Vibe Coding' practices that uphold high standards of code quality and security.

Work Details
The Supplier shall provide comprehensive training on Agentic AI, Prompt and Context Engineering, and AI-Assisted Development (Vibe Coding) for RISC's data practitioners. Key tasks include:

1. Pre-training course outline and hands-on coding exercises due one week after contract award, including a brief course outline and lab exercise topics.
2. Conducting a Kick-off Meeting at least one month prior to training to discuss logistics with OIG representatives.
3. Testing classroom technology and lab environment at least two weeks before training starts.
4. Conducting group training sessions either in-person or virtually, with class sizes capped at 20 participants, targeting data analysts, scientists, specialists, researchers, managers, directors, and executives.

Training topics may include:
- Agentic AI Frameworks: Introduction to autonomous agents and multi-agent orchestration tools.
- Advanced Prompt & Context Engineering: Strategies for managing context windows and agent memory.
- Vibe Coding for Developers: Transitioning from traditional coding to guiding AI assistants through conversational intent while addressing risks such as technical debt.

Place of Performance
The training will take place either in-person or virtually as determined by the OIG.
