The National Cemetery Administration is soliciting offers under Solicitation No. 36C78621R0027 for 4 types of flat bronze markers (B1, B6, T1 and T6), manufactured, inscribed, packaged, and shipped/delivered worldwide. This will be a Base + 4 contract with the ability for an economic adjustment for the variability of the metal cost. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. This work shall include all labor and materials necessary to furnish inscribed flat bronze markers. The markers ordered under delivery orders against this contract shall be delivered within (20) calendar days following the date the order is issued by Memorial Programs Service, Program Support Unit. Contractor shall deliver, as ordered, F.O.B Destination, inscribed flat bronze markers of the type and style shown in 3.0 above, manufactured and delivered in accordance with the specifications, drawings, terms and conditions. Less than one percent (1%) of the orders shall be delivered to overseas destinations. Contractor shall be responsible for providing a proof of delivery for each shipment which will include signature of consignee ensuring that the shipment was received. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, is determined to be in the best interest of the Government, price and other factors considered. A COMPARATIVE ANALYSIS MAY BE USED. An offeror s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. The Government reserves the right to award a contract to other than the low offeror. Factors that will be evaluated to determine award are past performance, technical, and price in that order of importance. Samples failing to meet the submission requirements will be removed from further consideration as technically nonresponsive. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is Full and Open Competition. The NAICS Code is 331529. Electronic solicitations will be available for download from https://beta.sam.gov on or about April 28, 2021. Questions are due by noon on May 13, 2021. Responses to the solicitation are due by noon Eastern time on Friday May 21, 2021. Any amendments to the solicitation will also be available at https://beta.sam.gov. Offerors are advised they are responsible for obtaining any amendments. Proposals shall be submitted in the manner requested in Section E. Failure to submit all required documentation in the required format may result in your submission being determined technically non-responsive and removed from further consideration.
