The U.S Agency for International Development's Bureau for Policy, Learning, and Resource Management (USAID/PLR), Office of Learning, Evaluation and Research (LER), Agency Learning and Evidence team is issuing this Request for Information (RFI) to provide comments, opinions, and recommendations and demonstrate capacity on the approaches for the information in this document. This posting is strictly to gather market research information only. Responses to this RFI are strictly voluntary and USAID will not reimburse respondents for information provided in response to this RFI. This RFI is to solicit information and potential interest from organizations to provide technical and advisory services, depending on demand, at the Mission, Operating Unit, Bureau, Independent Office, and Agency-wide levels.

Background
The U.S. Agency for International Development’s Bureau for Policy, Learning, and Resource Management (USAID/PLR), Office of Learning, Evaluation and Research (LER), is issuing this Request for Information (RFI) to gather comments, opinions, and recommendations regarding the provision of technical and advisory services.

This RFI aims to solicit information from organizations interested in supporting USAID's objectives at various operational levels. This posting is strictly for market research purposes and does not constitute a solicitation for work or proposals.

Work Details
The purpose of this contract is to provide technical and advisory services for monitoring, evaluation, and collaborating, learning, and adapting (MECLA) at the Operating Unit (OU) and Agency-wide levels.

Services expected under this contract include:
1. Design and implementation of performance and impact evaluations;
2. Provision of analytical services on issues impacting USAID’s work;
3. Evidence synthesis including cost-effectiveness evidence;
4. Support for decision-making in program design and strategic adaptations;
5. Performance monitoring support including third-party monitoring;
6. Design and facilitation of CLA activities;
7. Production of high-quality learning products;
8. Development of knowledge management tools;
9. MECLA capacity building for USAID staff and partners;
10. Evaluation of high-priority strategic issues;
11. Pilot innovative approaches to fill gaps in MECLA toolbox including AI use;
12. Implementation of MECLA platforms.

Place of Performance
The services will be performed worldwide at the Mission, bureau, and Agency-wide levels.
