THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH.

This RFI is issued solely for informational, market research and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Further, the Federal Bureau of Investigation (FBI) is not seeking proposals at this time, and will not accept unsolicited proposals. A capabilities statement package is sought. All costs associated with responding to this RFI will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing such information in response to this RFI. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI.

The FBI seeks sources for services provided under the following NAICS Code: 541690 - Other Scientific and Technical Consulting Services.

The Nature of Services required includes, but is not limited to, the following illustrative examples:

Provide research on emerging technologies, products, and trends related to Digital Video Recording (DVR) security camera systems, and develop retrieval methodologies and solutions for these systems. These methods must be deployable by front line first responders who are not forensic or technical specialists

Report research and development results to FBI personnel

Assist in the continual development of the digital video retrieval curriculum to incorporate the findings of the research in point 1 above, including the generation of new course material, as well as written and hands-on training exercises

Provide ongoing, cost-effective updates to the specifications of the FBI's deployable classroom equipment sets to be used as exemplars for hands-on training

Install all necessary equipment to support training courses

Remove all necessary equipment upon conclusion of training courses

Assist in the presentation of training materials

Assist in the conduction of training exercises

Assist in the administration of final practical assignments

Assist in the assessment of student performance

Provide continued hardware and software technical support to both examiners and students in field locations who are implementing techniques taught in training classes

Maintain classroom instructional equipment including, but not limited to laptops, DVR systems, cameras, and other related equipment

Create up-to-date customized retrieval kits based on the research described in bullet 1, using open source equipment, for distribution to training locations after completion of courses

Training Courses are projected to occur approximately fourteen (14) times within a twelve (12) month period, through a traveling instructional program. Classroom instruction is scheduled to begin in December 2017. Training courses are to occur within the United States, with specific dates and locations to be determined by the FBI upon award issuance and subsequently provided to the contractor. A minimum of one (1) class is expected to be delivered each calendar month.
One (1) vendor instructor shall be required to travel to each course location to provide assistance in training, as detailed above. In order to maintain continuity, the vendor shall ensure a single secondary qualified instructor is available to perform these functions, should the primary instructor be unavailable. The minimum qualifications of vendor instructor(s) include the following:

10 years' experience in forensic video retrieval

5 years' instructional experience in forensic video retrieval

10 years' experience in video editing

3 years' instructional experience in video editing, with an emphasis on social media exploitation

3 years' experience in teaching technical material related to video retrieval to first responders and investigators who are not forensic or technical specialists
