RFI 2028 Dress Rehearsal and 2030 Census Decennial as a Service (D-X)

Background
The decennial census is the United States' oldest and most comprehensive source of information about its population, mandated by Article I, Section 2 of the U.S. Constitution. The upcoming 2030 Census will count residents across the U.S. and five territories, marking the 25th population count. The data generated is crucial for determining Congressional representation and allocating federal funding for essential services such as hospitals, schools, and infrastructure. It also aids Island Area Governments in accessing federal funding and understanding demographic changes.

Work Details
The U.S. Census Bureau (USCB) is seeking to survey available commercial offerings for IT equipment and services to support large-scale equipment deployments for the 2028 Dress Rehearsal and 2030 Census. Key tasks include:

1. Surveying available IT equipment and service solutions;
2. Identifying integrated solutions for data collection activities;
3. Assessing timelines for implementing these solutions with varying surge times.

The technologies will support hundreds of thousands of census employees across decentralized mobile field sites, ensuring real-time connectivity, seamless data handling, and secure infrastructure.

Period of Performance
The contract will be performed over multiple years, aligning with the phases of the 2030 Census lifecycle: Early Planning (FY19-FY21), Design Selection (FY22-FY24), Development and Integration (FY25-FY29), and Peak Production and Close-Out (FY29-FY33).

Place of Performance
The contract will be performed at various decentralized mobile field sites, decennial sites, and paper data capture centers across the United States.
