THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY.

This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any corporation's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations.

Introduction: The 772nd Enterprise Sourcing Squadron (772 ESS) is planning to request proposals for the Environmental Construction and Optimization Services (ECOS) program, which will provide support to the Air Force Civil Engineer Center (AFCEC). This effort would be a follow-on to the Base Realignment and Closure Environmental Construction Optimization Services (BECOS) ID/IQs with assorted changes. These services will be carried out in both the Continental United States (CONUS) and Outside Continental United States (OCONUS) locations, Hawaii and Alaska. The Government is considering a 10-year ordering period for this contract. The anticipated Period of Performance (PoP) for this program is from September 2026 to September 2036.

Purpose: The Government seeks to gain insight into industry interest, qualifications, and capabilities through the responses to this RFI. The purpose of these responses is to aid the Government in finalizing requirements, formulating evaluation criteria for potential awards, and determining contract terms and conditions that may be included in any future solicitation. It is important to note that this RFI is solely for information gathering purposes, and any future solicitation may take into account the information received in response to this RFI, along with any additional market research findings.

Background
The 772nd Enterprise Sourcing Squadron (772 ESS) is planning to request proposals for the Environmental Construction and Optimization Services (ECOS) program, which will support the Air Force Civil Engineer Center (AFCEC). This effort is a follow-on to the Base Realignment and Closure Environmental Construction Optimization Services (BECOS) ID/IQs with various changes.

The services will be conducted in both CONUS and OCONUS locations, including Hawaii and Alaska. The anticipated Period of Performance for this program is from September 2026 to September 2036.

Work Details
The contract encompasses a full range of environmental planning, investigations/assessments, construction/demolition, compliance, restoration/remediation, and engineering activities necessary to meet Air Force and other customer requirements. Work must comply with all applicable federal, state, and local legislation including RCRA, CERCLA, SDWA, CAA, CWA, TSCA, FIFRA, ESA.

Tasks include:
1. Environmental construction/demolition.
2. Environmental restoration/remediation efforts including interim remedial actions (IRAs).
3. Remedial systems design & construction.
4. Operation, maintenance, monitoring & optimization of established remedies.
5. Addressing environmental sites and conditions at Air Force installations.
6. Efficient management of task orders (TOs), including submission of quality deliverables.
7. Development of cost-effective solutions through early involvement in project processes.
8. Participation in an Optimized Remediation Contract (ORC) approach focusing on results without specifying methods or technologies.
9. Compliance with all applicable documents for bases including Records of Decision (RODs), RCRA Permits, etc.

Continental United States (CONUS) and Outside Continental United States (OCONUS) locations including Hawaii and Alaska.
