Description

The U.S. Army Program Executive Office Command, Control, Communications and Network, International IT Systems (IITS) office seeks to acquire non-personal Systems Engineering and Technical Assistance (SETA) services to provide comprehensive Program Management Office Support (PMOS) for its portfolio of international Command, Control, Computers, Communications, Cyber, and Intelligence (C5I) programs. The contractor shall provide integrated executive management, business operations, Foreign Military Sales (FMS) case management across the full case lifecycle, program and project management, systems engineering, cybersecurity technical support, integrated logistics planning, acquisition and procurement analysis, and financial management services in support of global C5I capability delivery to qualified partner nations across all six Geographic Combatant Commands (GCCs). Services shall support the full security cooperation lifecycle, including pre-Letter of Request (LOR) activities, FMS case development, execution, reconciliation, and closure, and shall be performed in compliance with all applicable DoD, Army, Joint, and Allied policies and regulations. Contractor support shall integrate programmatic, technical, and sustainment IT services to achieve cost, schedule, and performance objectives while minimizing risk, and may include the provision of office space and business applications upon Government request.

Background
The U.S. Army Program Executive Office Command, Control, Communications and Network, International IT Systems (IITS) office is seeking to acquire non-personal Systems Engineering and Technical Assistance (SETA) services.
The goal of this contract is to provide comprehensive Program Management Office Support (PMOS) for its portfolio of international Command, Control, Computers, Communications, Cyber, and Intelligence (C5I) programs.
The contractor will deliver integrated management and technical support to enhance global C5I capability delivery to partner nations across all six Geographic Combatant Commands (GCCs).

Work Details
The contractor shall perform a variety of tasks including:
1. Systems Engineering and Architecture support: Identify program metrics for quality assurance, provide systems engineering review support, monitor DoD standards that may affect projects, assist with updates for IT portfolio management, and support technical reviews.
2. Cybersecurity Support: Provide expertise in risk management framework compliance, application security, and network defense measures.
3. Program and Project Procurement Management: Plan and execute full procurements, develop Acquisition Requirements Packages (ARP), conduct market research, and assist PMO personnel with oversight of contracts.
4. Embedded Engineer Support: Provide engineering support within host nations and manage project communications between the host nation and PMO.
5. Logistics Management: Develop inventory control processes, coordinate material handling, inspect inventory for defects, participate in logistics meetings, and deploy to various theaters of operation.
6. Transition Plans: Deliver Transition-In and Transition-Out plans to ensure smooth transitions between contractors while maintaining service continuity.

Place of Performance
The services will be performed in various locations including Iraq, Ecuador, Colombia, Romania, Montenegro, Latvia, Kuwait, Costa Rica, Panama, Estonia, Lithuania as well as other locations as required.
