Description

This is a Request for Information (RFI) for market research purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this Request for Information (RFI) is to identify sources capable of providing a Commercial Off-The-Shelf (COTS) Reverse Osmosis Water Purification Unit (ROWPU) that can purify over 1,2200 gallons of water per hour.

The Government does not intend to award a contract on the basis of this RFI or to pay for the information solicited. The information provided will be used to assess market capabilities and refine future requirements.

Description

The Product Manager Engineer Systems, Portfolio Acquisition Executive Marine Corps (PAE MC), is conducting market research for potential sources of a ROWPU. This system is intended to replace the legacy Tactical Water Purification System (TWPS).

The envisioned ROWPU will be a critical enabler for expeditionary forces, particularly those executing Expeditionary Advanced Base Operations (EABO), where success hinges on mobile, self-sufficient, and logistically light units. By producing potable water at the point of need, the ROWPU directly increases operational tempo while reducing the vulnerability of extended logistical supply lines. The system will be used across the full range of military operations, from combat support to Humanitarian Assistance/Disaster Relief (HA/DR).

The ROWPU must address the deficiencies of the legacy system by being more supportable, reliable, and capable. It should be significantly lighter, have lower power requirements, and deliver enhanced performance, particularly in saltwater environments.

The Marine Corps anticipates a procurement of 145 ROWPU systems under a potential 5-year Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract.

Background
The Product Manager Engineer Systems, Portfolio Acquisition Executive Marine Corps (PAE MC) is conducting market research for potential sources of a Commercial Off-The-Shelf (COTS) Reverse Osmosis Water Purification Unit (ROWPU). This system is intended to replace the legacy Tactical Water Purification System (TWPS) and will serve as a critical enabler for expeditionary forces executing Expeditionary Advanced Base Operations (EABO).

The ROWPU aims to produce potable water at the point of need, enhancing operational tempo while minimizing logistical vulnerabilities. The Marine Corps anticipates procuring 145 ROWPU systems under a potential 5-year Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract.

Work Details
The ROWPU must purify over 1,200 gallons of water per hour and meet the following specifications:
1. Water Production Rate:
- Minimum of 1,000 GPH from seawater (45,000 ppm TDS).
- Minimum of 1,500 GPH from brackish/freshwater.
- Must meet contaminant levels defined in TB MED 577 / NAVMED P-5010-10 / AFMAN 48-138_IP.
2. Energy Efficiency:
- Maximum consumption of 30 kW (Threshold), ideally 15 kW (Objective).
- Compatibility with current Department of War generators.
3. Operational Attributes:
- Transportable on a single 463L pallet; compatible with C-130 and C-17 aircraft.
- Setup time not exceeding two hours; operational to transport within three hours.
4. Operating Environment:
- Capable of operating between 33°F to 120°F; should operate down to 25°F with cold weather kit.
- Must produce potable water from contaminated sources for at least two continuous hours using a compatible Chemical Biological Radiological Nuclear pre-treatment kit.
5. Supportability Attributes:
- Mean Time Between Operational Mission Failure (MTBOMF) of 350 hours (Threshold), ideally 700 hours (Objective).
- Mean Time To Repair (MTTR) of four hours (Threshold), ideally two hours (Objective); all maintenance without special tools.

Period of Performance
Put the geographic location(s) the product will be delivered to or performed at here.

Place of Performance
The systems will be delivered to various locations as determined by the Marine Corps, including Albany, GA.

Bidder Requirements
Vendors must demonstrate capability to meet performance requirements outlined in the RFI. There are no specific set-aside requirements mentioned; however, vendors should indicate if they qualify as Small Business Administration programs such as SBA 8(a), HUBZone, Service Disabled Veteran-Owned Businesses, or others.
