Background
The Federal Emergency Management Agency (FEMA) Region 10, located in Bothell, WA and Lynnwood, WA, requires quarterly document destruction services to ensure compliance with federal regulations regarding the handling of sensitive documents. This solicitation is specifically for businesses holding General Services Administration (GSA) Federal Supply Schedules (FSS). The goal is to maintain the confidentiality and security of documents through professional destruction services.

Work Details
The contractor will provide on-site shredding using a truck-mounted document destruction device. Documents must be destroyed or pulverized to a state that is completely unrenderable and cannot be reconstructed. Certificates of Destruction must be provided for each service occurrence. FEMA personnel may observe the document destruction process.

The contractor is required to supply five (5) 95-gallon locking bins per location, totaling ten (10) bins across two locations: FEMA Region 10 FRC in Bothell, WA and FEMA Region 10 NCC in Lynnwood, WA. Document destruction services are to be performed quarterly (once every three months). FEMA reserves the right to adjust the number of bins and frequency of service during the contract period with mutual agreement.

Period of Performance
The contract will be performed quarterly over multiple years, with options for additional years as specified in the solicitation.

Place of Performance
Bothell WA 98021 UNITED STATES

Bidder Requirements
Bidders must hold a GSA FSS number. Quotations must include contractor experience with similar projects, qualifications, UEI and CAGE code, earliest available date for bin delivery, and pricing for all option years. All six items must be addressed for consideration.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on contract 70FBR025P00000013 awarded to Green Planet 21 for document destruction/shredding for FEMA Region 10 (06/13/25–06/12/29) with a value of $12,344. The prior work description aligns with the current requirement for quarterly on-site shredding/pulverization at FEMA Region 10 locations in Bothell and Lynnwood, including provision of certificates of destruction, suggesting the new effort may be a continuation or follow-on for the same type of recurring records-destruction services.
