Retrofit Incorporation of P-8A Poseidon of the Electronic Support Measures (ESM) Radome Aft Attach Brackets and Emergency Lighting Replace Plastic Cover with Metal Cover Engineering Change Proposals

On 24 September 2021 the Naval Air Systems Command (NAVAIR) awarded a Basic Ordering Agreement N00019-21-G-0006 Order N0001921F0519 to The Boeing Company (Boeing), Seattle, WA, under an other than full and open basis. This modification procures the retrofit incorporation into P-8A Poseidon aircraft of the Electronic Support Measures (ESM) Radome Aft Attach Brackets and the Emergency Lighting Replace Plastic Cover with Metal Cover Engineering Change Proposals (ECPs), including the Non-Recurring Engineering (NRE) and the fabrication and delivery of 132 ESM Radome Aft Attach Brackets retrofit kits and 79 Emergency Lighting retrofit kits. The total dollar value of the modification is $1,608,551, with performance to be completed by June 2024.

This order was awarded on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Boeing is the Original Equipment Manufacturer (OEM) of the P-8A Poseidon and has been the prime and only integrator of P-8A systems and subsystems. Boeing is the only source with the knowledge, expertise, facilities, equipment, qualified personnel, and technical data necessary to accomplish this effort.
