Background
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to award a sole source, firm-fixed-price contract to CyberNational, Inc. for the procurement of the Retriev-All ballistic recovery system. This contract aims to acquire equipment and associated supplies necessary to sustain ATF's ballistic testing operations. CyberNational, Inc. is uniquely qualified to provide these products due to their proprietary technology and capabilities that meet specific agency requirements.

Work Details
The contract includes the purchase of five (5) Portable Retrieve-All Systems, 10 replacement HEPA filters, 50 replacement ballistic rubber faces, five (5) crates, and five (5) shipments. These items are essential for supporting ATF personnel in safely handling ballistic evidence. The Retriev-All system is noted for its unique HEPA-filtration containment design engineered for safe projectile recovery during ballistic testing operations. The estimated cost for this purchase is expected to be fair and reasonable based on market research.

Period of Performance
Required Delivery Date (RDD) no later than 120 days after purchase award.

Bidder Requirements
CyberNational, Inc. is the only responsible source capable of fulfilling the agency’s operational and technical needs for this requirement. Market research indicated that no other suppliers could provide a ballistic recovery system with the required HEPA filtration capabilities or comparable performance characteristics.
