Background
The National Health and Nutrition Examination Survey (NHANES), administered by the National Center for Health Statistics (NCHS), collects information on the health of the civilian, noninstitutionalized U.S. population. The survey includes interviews in respondents’ homes and laboratory assessments, physical examinations, and private interviews in mobile examination centers (MECs).

The NHANES results produce data that is representative of the diversity of the US population and provides the ability to link measured vision and eye health data with hundreds of variables on demographics, nutrition, physical activity, physical functioning, other health conditions, and mental health.

NCHS is undergoing a re-design of NHANES in 2025 to assess the burden of visual impairment and major eye conditions through comprehensive vision exams. This contract aims to provide retinal image reading services for NHANES from 2025 to 2028.

Work Details
The contractor will conduct standardized gradings of digital retinal images obtained during the NHANES survey from 2025 through 2028. Tasks include:
1. Evaluation of retinal images and quality control review for the NHANES Ophthalmology component.
2. Development of a document detailing protocols, procedures, and quality control measures for manual grading of fundus photos and OCT images.
3. Accessing and grading high-resolution fundus photographs and OCT images in a secure enclave within the approved NHANES accreditation boundary.
4. Reviewing 100% of fundus photos and OCT images for gradability.
5. Maintaining a log or spreadsheet of retinal images received along with specified analytic results.
6. Ensuring all grading is performed by experienced graders with protocols for adjudication in case of disagreements.
7. All work must comply with approved baseline configurations as part of NHANES Security Authorization boundary.

Period of Performance
The contract will cover a base period from January 2025 to December 2028, including three one-year option periods and one six-month closeout period.

Place of Performance
All work will be performed within the United States.
