Description

The Air Force Test Center's Installation Contracting Division (AFTC/PZI) at Arnold Air Force Base (AFB) is seeking sources that are interested in and capable of meeting the Government's requirement for a commercial service needed to determine the degree to which upgrades are needed to restore/modernize the AEDC 1T Wind Tunnel in accordance with (IAW) Attachment 1 DRAFT Statement of Work (SOW).

Background
The Air Force Test Center’s Installation Contracting Division (AFTC/PZI) at Arnold Air Force Base (AFB) is seeking sources that are interested in and capable of meeting the Government’s requirement for a commercial service needed to determine the degree to which upgrades are needed to restore/modernize the AEDC 1T Wind Tunnel. This is a Sources Sought Notice to determine the availability and technical capability of small and large businesses to meet the subject requirement. The AEDC 1T Wind Tunnel is a transonic wind tunnel located at Arnold AFB in Tennessee. The facility has a 1 foot by 1 foot test section. The facility was first operated in 1952 and last operated in 1995.

Work Details
The scope of work to meet this commercial service includes the following tasks: Task 1: The contractor shall evaluate the health of the 1T Wind Tunnel, as a whole and its subcomponents. Critical sub-components include but are not limited to the tunnel ducting, compressor and motor, test section, nozzle, valves, steam injector, and utilities connections.
Task 2: The Contractor shall develop Project Milestones. At a minimum, Project Milestones shall include key milestones and projected delivery dates of service deliverables, as well as regular, recurring meetings with the Government.
Task 3: The contractor shall assist the Government in developing a Work Statement and a Conceptual Design to restore and modernize the 1T Wind Tunnel facility. To support the Conceptual Design, the Government will provide the contractor with essential documentation, including drawings. Additionally, the contractor shall provide options/recommendations for basic/bare minimum restoration activities and optimal upgrades.
Task 4: The Contactor shall develop a Framework document outlining key system components/features to target for upgrades or refurbishment, and include a plan for strategic implementation phases, timelines, resource allocation, and a Redundancy and Reliability plan.
