This announcement is for Full and Open competition. The Savannah District, U.S. Army Corps of Engineers, intends to establish a Multiple Award Task Order Contract (MATOC) pool of miscellaneous A-E services under the READI contract. The intent is to award a MATOC pool with a target of four (4) firms with a five-year ordering period, no options, and a total shared capacity not to exceed $49M. Contracts will be procured in accordance with 40 USC Chapter 11 and Public Law 107-217, the Architect-Engineer Statute, as implemented in FAR 36.6. Firms will be selected for negotiations based on demonstrated competence for the required work identified in this synopsis. The applicable North American Industry Classification System (NAICS) code is 541330, Engineering Services, with a size standard of $25,500,000. While primarily intended for SAD districts within the AOR, the MATOC pool may also be used by other USACE districts with approval from the Savannah District Procuring Contracting Officer (PCO). In such cases, design services obtained through this pool may be applied to projects within the SAD AOR; however, the Savannah District will retain full Contracting Officer authority. Offerors are cautioned to read this announcement in its entirety. Task orders will be Firm-Fixed-Price (FFP) and negotiated using the negotiated binding rates for the level of effort required to meet the needs of the government for the project. Assignment of individual task orders will be in accordance with the Task Order Requirement Notice (TORN) process. Background
The Savannah District of the U.S. Army Corps of Engineers is issuing this announcement for a Full and Open competition to establish a Multiple Award Task Order Contract (MATOC) pool for miscellaneous Architect-Engineer (A-E) services under the Responsive Emergency Action for Disaster and Infrastructure (READI) contract.

Work Details
The work under this contract includes rapid-response assessments, planning, concept-level design, and preparation of Design-Build (DB) Request for Proposal (RFP) packages in response to natural or man-made disasters and emergency events. Specific tasks may include:

2. Preliminary and final design, permitting support, and limited construction-phase services.
3. Development of limited 35% design plans and specifications to define scope and criteria for construction procurement.

5. Contingency-related services such as temporary water diversion systems, emergency power generation, temporary housing solutions, and transitional infrastructure measures.
6. Compliance with the Savannah District Design Manual and use of Building Information Modeling (BIM) where required.

Period of Performance
The contract will be performed over a five-year ordering period with no options.

The work will primarily be conducted within the South Atlantic Division Area of Responsibility including locations in North Carolina, South Carolina, Georgia, Florida, Alabama as well as Puerto Rico and the U.S. Virgin Islands.
