Responsible AI Framework - USPS OIG

Background
The United States Postal Service (USPS) Office of Inspector General (OIG) is an independent federal law enforcement agency that provides oversight to the U.S. Postal Service (USPS) and the Postal Regulatory Commission (PRC). Its mission includes conducting audits, reviews, and investigations related to USPS and PRC operations, promoting efficiency within these organizations, and informing relevant stakeholders about issues and corrective actions.

As artificial intelligence (AI) capabilities increasingly influence federal operations, the OIG seeks to develop a comprehensive Responsible AI Framework to ensure ethical, transparent, and compliant use of AI. This initiative aims to enhance accountability and governance in oversight activities.

Work Details
The Supplier shall provide all services, materials, tools, personnel, and expertise required to design, document, and support the implementation of the OIG Responsible AI Framework. Key tasks include:

1. **Kick-off Meeting**: Schedule a meeting within one week post-award for introductions and discussions on technical, management, and security issues.

2. **Ethics & Integrity Controls**: Develop bias mitigation protocols; create explainability guidelines; establish fairness assessment procedures; integrate checkpoint assessments into AI system release gates.

3. **People, Culture, and Training**: Develop role-based playbooks; create 'Golden Templates' for workflows; build an integrated Prompt Library; deliver a workforce training tracking dashboard; provide monthly updates and quarterly leadership reports.

4. **Risk Assessment & Mitigation**: Develop an AI Risk Registry; document validation checks; produce audit-ready evidence logs for AI systems.

5. **AI Strategy & Use Case Intake**: Design standardized intake forms; develop evaluation criteria; maintain a decision log of use case reviews; manage a centralized inventory of approved AI use cases.

6. **AI Performance Measurement and Drift Monitoring**: Define KPIs for AI systems; build live performance dashboards; implement drift detection mechanisms; document ROI across relevant dimensions.

Period of Performance
The contract will be performed over a specified period as determined in the solicitation process.

Place of Performance
The specific geographic location(s) for contract performance will be determined in accordance with the project requirements.

Bidder Requirements
Bidders must demonstrate capability in developing responsible AI frameworks with experience in ethics controls, risk assessment methodologies, training programs related to AI technologies, and performance measurement strategies.
