Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with IngMar Medical, LLC located in Pittsburg, PA on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for Respiratory Motion Simulator capable of realistic chest rise in a variety of controlled respiratory rates and patterns.

Specific Requirements for the respiratory motion simulator are as follows:

RespiPro Manikin and Interface Box --

  • Consist of a human torso manikin and head connected to an interface box.
  • Be capable of replicating respiratory patterns of various breathing rates (breaths per minute).
  • Have physical chest rise, simulated by mechanical means.
  • Be compatible with the ASL-5000 controller
  • Software package and license necessary to control the ASL-5000 and the RespiPro Manikin.
  • This software will be installed on an existing NIST computer. Computer hardware is not part of this purchase.
  • This software should be capable of defining/setting the respiratory motion simulated by the manikin.
  • The software license shall be perpetual. That is, NIST will always be able to use the features and functionality purchased. A software support contract is outside the scope of this procurement.
  • Parts necessary to connect the ASL-5000 to the interface box and manikin 1 set
  • All hoses, cables, and connectors necessary to connect the pieces of this system together. This includes (but is not limited to) air hoses, network routers, and power cables.

This shall be accomplished in accordance with the specifications attached herein.

NAICS Code is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing, with a Size Standard of 1,250 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to IngMar Medical, LLC for this requirement.

Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by September 3, 2021. Any questions regarding this notice must be submitted in writing via email to lia.arthofer@nist.gov . All responses to this notice of intent must be submitted to lia.arthofer@nist.gov no later than September 2, 2021 at 2:00 p.m. MST.
