This is a non-personal services contract that provides to Fort Campbell RCRA C-D and SPCC and Storage Tank Management Support. This contract ensures the installation manages all regulated waste in accordance with RCRA regulations for hazardous waste, universal waste, and trains staff on the installation. The contract additionally ensures support to manage 3.4 million gallons of petroleum and 312 regulated tanks response. The contract provides oversight to ensure major plans regulating the installation are current and up to date. Comprehensive technical services are required to assist Fort Campbell to ensure that the program remains in compliance with federal, state, and local rules and regulations. Environmental compliance assessments and inspections, data-base record keeping and reporting, RCRA storage site management, storage tank and spill plan submittals, compliance exercises and response, training, and data analysis are required by State and Federal regulation. The contractor, as an independent contractor and not as an agent of the government, shall provide the personnel, materials, equipment, and any other necessary resources to satisfy the objectives of Performance Work Statement (PWS).

In accordance with Federal Acquisition Regulation (FAR) 19.1505(c), this solicitation is a 100% set-aside for Woman-Owned Small Business (WOSB) concerns.

Background

Comprehensive technical services are required to assist Fort Campbell to ensure that the program remains in compliance with federal, state, and local rules and regulations.

Work Details
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform RCRA Subtitles C, D, and I, SPCC Management Support, and Emergency Spill Response Technical Services as defined in this PWS except for those items specified as government furnished property and services.
The work includes environmental compliance assessments and inspections, database record keeping and reporting, RCRA storage site management, spill plans, compliance exercises and response, training, data analysis.

Period of Performance
The Period of Performance (PoP) shall be as specified in Section F of this procurement instrument.
