Background
The contract is for operational and managerial support for the Department of Labor’s Office of Workers’ Compensation Program’s Division of Energy Employees Occupational Illness Compensation (DEEOIC)’s eleven stationary Resource Centers located nationwide. The contract is a non-personal services contract, and the contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the operational and managerial support for each of DEEOIC’s eleven stationary Resource Centers.

Work Details
The contractor's responsibilities include providing assistance to potential and existing EEOICPA claimants by assisting in the completion and filing of EEOICPA claim forms; completing Part E Occupational History Questionnaire (OHQ) interviews; providing claimants with status updates on their existing EEOICPA claims; gathering pertinent employment and medical documentation whenever necessary; assisting in interactions with the Department of Labor and the Department of Energy; providing assistance to claimants and their medical and service providers to resolve payment issues relating to medical bills and travel reimbursement. Additionally, the contractor is expected to establish appropriate working relationships with local Department of Energy field elements and site contractors and state and executive agencies that assist DEEOIC with the adjudication of claims under the EEOICPA. Outreach activities are also required to provide information to the public and solicit EEOICPA claims.

Period of Performance
The period of performance shall be for one (1) Base period of 12 months with four (4) 12-month option periods. The base year is from September 15, 2023 through September 14, 2024. The option years are as follows: September 15, 2024 through September 14, 2025; September 15, 2025 through September 14, 2026; September 15, 2026 through September 14, 2027; September 15, 2027 through September 14, 2028.

Place of Performance
The work will be performed primarily at facilities provided/procured by the U.S. General Services Administration. Resource Center office locations may change if required by the Government.
