The U.S. Army Corps of Engineers (USACE), Baltimore District has a requirement for residuals hauling and disposal services at the Washington Aqueduct. A site visit has been scheduled for March 18, 2024 at 11:00 AM EST. Please see the enclosed Request for Proposal (RFP) and corresponding attachments for details. The purpose of amendment 0001 is to correct the estimated quantities listed within the ANNUAL UNIT PRICE table in Section B of the solicitation. The purpose of amendment 0002 is to provide responses to requests for information (RFIs) received, to incorporate FAR clause 52.228-5, Insurance-Work on a Government Installation and update Section H of the solicitation with insurance requirements, and to extend the RFP due date from April 11, 2024 to April 17, 2024.The purpose of amendment 0003 is to correct the ordering period and dates listed in the ANNUAL UNIT PRICES table within Section B. The ordering period w ill begin on the date of contract award or May 15, 2024, whichever is later. See SUMMARY OF CHANGES for details.

Background
The U.S. Army Corps of Engineers (USACE), Baltimore District has a requirement for residuals hauling and disposal services at the Washington Aqueduct. The Washington Aqueduct Division maintains and operates the Dalecarlia and McMillan Water Treatment Plants, serving approximately one million people in the District of Columbia and Northern Virginia with reliable and safe potable water. The Washington Aqueduct is a self-supporting operation of the Corps of Engineers, and funds for operation and maintenance are derived solely from the sale of water.

Work Details
(1) Background: The Contractor's work and responsibility shall include all contractor planning, programming, administration, and management necessary to provide services as specified. The work shall be conducted in accordance with all applicable federal, state, and local laws, regulations, codes, or directives. The Contractor’s tasks include supply, quality control, job order, and maintenance of accurate and complete records, files, and regulatory documents to include federal, state, and local laws, regulations, and codes which are necessary and related to the functions being performed. Tasks shall be performed in such a manner as to conform to the standards specified herein.

(2) Location: Performance will be in the following locations:
- Dalecarlia Water Treatment Plant – 5900 MacArthur Blvd. NW Washington DC, 20016
- McMillan Reservoir – 2500 First Street NW Washington, DC 20001
- Residuals Processing Facility – 5225 Little Falls Road NW Washington, DC 20016
- Forebay Reservoir vicinity of the Ruth Building – 6001 McArthur Blvd. Bethesda, MD 20816
- Georgetown Reservoir – MacArthur Blvd NW Washington, DC 20016.

Period of Performance
The contract will have a period of performance over five years with specific annual unit prices for each year from May 1st to April 30th.

Place of Performance
The geographic locations where the contract will be performed include various sites in Washington D.C., Bethesda MD., and Northern Virginia.
