Description

This announcement is posted as a Request For Information (RFI) only for an intended upcoming solicitation that will be posted on the SAM.gov website. This RFI is being issued to determine whether or not there are qualified sources that will be able to meet the requirements of this intended upcoming solicitation. This upcoming solicitation will be for Residential Reentry Center (RRC) services, and Home Confinement (HC) services within the city limits of Charlotte, North Carolina for male and female offenders held under the authority of various United States statutes. The geographical radius for home confinement placements is within 200 miles of the facility.

The solicitation is anticipated to be for an IDIQ contract with tiered pricing. There will be a guaranteed minimum and an estimated maximum number of placements, to include in-house, and home confinement residents. It is anticipated that all services will be solicited under a single procurement and will require that the successful offeror provide all services.

The requirement is anticipated to be for an estimated maximum of 77(67 Male, 10 Female) In-House beds, and 55 Home Confinement placements.

The Bureau would like input from providers of services in the community as to the feasibility of providing these services in this geographical area.

Background
The Bureau of Prisons (BOP) is issuing this Request For Information (RFI) to assess the availability of qualified sources for an upcoming solicitation for Residential Reentry Center (RRC) services and Home Confinement (HC) services within the city limits of Charlotte, North Carolina.

The goal is to provide comprehensive community-based services for male and female offenders under various United States statutes, facilitating their transition from incarceration to community reintegration. The anticipated contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) with tiered pricing, including a guaranteed minimum and estimated maximum placements.

Work Details
The contractor will be responsible for managing and operating an RRC that provides in-house services for up to 77 beds (67 male, 10 female) and home confinement placements for up to 55 residents. Key responsibilities include:
- Annual review and documentation of the contractor’s operation manual by staff.
- Provision of 20 hours of annual training on required topics and 40 hours of training on duties before working with federal residents, including on-the-job training.
- Development and implementation of a comprehensive staff training program addressing sexual abuse/assault/misconduct prevention.
- Training staff in emergency procedures within one week of employment and annually thereafter.
- Ensuring proper handling of hazardous materials within two weeks of employment.
- Maintaining a comprehensive resident accountability program ensuring every resident is accounted for while in the community or facility.
- Monitoring resident movement through sign-in/sign-out systems, ensuring documentation includes detailed information about each resident's whereabouts.
- Developing operational policies that comply with BOP standards and providing electronic access for staff communication with BOP.
