Background
The Federal Bureau of Prisons is seeking to provide Residential Reentry Center (RRC) services in Harrisburg, Pennsylvania, and Home Confinement services within a 120-mile radius of the RRC facility. The goal is to ensure adequate programming and case management for male and female federal offenders.

Work Details
The contractor shall provide Residential Reentry Center services for in-house RRC beds and Home Confinement services for federal offenders. Tasks include managing an average daily population (ADP) of various tiers, with fixed monthly rates for ADP of 14 or less and inmate day rates for higher ADPs. Services include:

- Sanitation
- Electrical safety
- Hazardous materials handling
- Pest control
- Waste management
- Referral and intake processing
- Program administration
- Home confinement management
- Security and accountability measures
- Discipline enforcement
- Administrative remedies
- Food services
- Medical services provision
- Records and reports maintenance
- Release procedures implementation
- Escape procedures adherence
- Serious illness/injury/death protocols management
- USPO cases handling
- Research and evaluation activities.

The contractor must ensure compliance with environmental regulations and maintain community relations.

Period of Performance
The contract includes a base period of 12 months followed by four option years: Option Year 1 (13-24 months), Option Year 2 (25-36 months), Option Year 3 (37-48 months), Option Year 4 (49-60 months). There is also an option to extend performance for up to six additional months.

Place of Performance
Services will be performed at the Residential Reentry Center located in Harrisburg, Pennsylvania. Home Confinement placements will occur within a 120-mile radius of the RRC facility.
