Background
The Federal Bureau of Prisons (BOP) is seeking providers for Residential Reentry Center (RRC) beds and Home Confinement services for male and female federal offenders in Collin County, Texas.

The goal of this contract is to provide comprehensive community-based services that support the reintegration of federal offenders into society, ensuring they have access to necessary programming and case management. The services must adhere to the BOP's Residential Reentry Center Statement of Work from March 2022.

Work Details
The contractor will provide an estimated maximum of 40 RRC beds (30 for males and 10 for females) and up to 50 Home Confinement placements for both genders. Key responsibilities include:
- Ensuring compliance with the BOP's SOW, including training staff on emergency procedures, handling hazardous materials, and conducting resident searches.
- Developing a comprehensive staff training program that includes sexual abuse prevention and intervention.
- Maintaining a current operations manual available to all staff.
- Providing 24/7 coverage with trained staff to supervise residents safely.
- Implementing a sign-in/sign-out system for monitoring resident movement and ensuring accountability during authorized absences.
- Establishing a Community Relations Board to foster positive community partnerships.
- Submitting monthly service invoices and maintaining financial records according to accepted accounting practices.

Period of Performance
The contract will be executed over a One-year Base Period with Four One-year Option Periods following the initial term.

Place of Performance
Collin County, Texas, with Home Confinement placements within a 100-mile radius of the facility.

Bidder Requirements
Bidders must demonstrate experience in providing correctional or reentry services, maintain at least 70% of contract requirements through direct employment rather than subcontracting, and ensure key personnel meet specified qualifications including educational background in social or behavioral sciences and supervisory experience.

The Federal Bureau of Prisons is seeking providers for Residential Reentry Center (RRC) beds and Home Confinement services for male and female federal offenders within the Collin County, Texas. Home Confinement placements must be within a 100 mile radius of the facility.

Both RRC and Home Confinement services must follow the Federal Bureau of Prisons' Residential Reentry Center, March 2022 Statement of Work. Home Confinement requirements are defined in Chapter 10, with additional requirements noted throughout the SOW.

This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for all line items.

The RRC requirement will consist of an estimated maximum of 40 beds in which 30 beds will be designated for males and 10 beds designated for females for the One-year Base Period and each of the Four One-year Option Periods

The Home Confinement requirement will consist of an estimated maximum of 50 placements to include both males and females for the One-year Base Period and each of the Four One-year Option Periods.

It is the intent of the Government to award both line items (RRC and HC) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The

The Solicitation (RFP) will be available after November 1, 2026, exclusively on www.sam.gov. No hard copies will be provided. All updates will also be posted on this site, and interested parties are responsible for monitoring it for the latest information. The estimated closing date will be 60 days after the RFP is issued.
