Background
The Federal Bureau of Prisons is issuing a solicitation for Residential Reentry Center (RRC) Services and Home Confinement Services located within the city limits of Syracuse, New York. The goal of this contract is to provide a structured environment for federal offenders transitioning back into society, ensuring they receive necessary support and supervision during their reintegration process. This contract aims to enhance public safety while facilitating the rehabilitation of offenders.

Work Details
The contractor shall provide RRC Services and Home Confinement Services as follows:
1. RRC Services for an Average Daily Population (ADP) of 18 or less federal offenders with a fixed monthly rate.
2. In-house RRC inmate day rates for ADP of 19-27 and 28 or more federal offenders.
3. Home Confinement placement services within a 100-mile radius of the RRC facility in specified counties, with fixed monthly rates for 9 or fewer federal offenders and day rates for higher populations.
4. The contractor must ensure that both male and female offenders are accommodated, with specific bed allocations (32 male beds and 4 female beds).
5. The services will be provided under an indefinite-delivery, indefinite-quantity contract with firm-fixed unit prices based on actual usage exceeding defined thresholds.

Period of Performance
The period of performance will include a one-year base year followed by four one-year option years, totaling up to five years.

Place of Performance
The services will be performed within the city limits of Syracuse, New York, with home confinement placements extending to counties including Cayuga, Cortland, Herkimer, Jefferson, Lewis, Madison, Oneida, Onondaga, and Oswego.
