Background
The Bureau of Prisons (BOP) is issuing this contract to establish a Residential Reentry Center (RRC) that provides comprehensive community-based services for individuals who are in the custody of the BOP or under the supervision of United States Probation and Pretrial Services.

The goal is to protect society by confining individuals in controlled environments that are safe, humane, cost-efficient, and provide opportunities for self-improvement to assist inmates and residents in becoming law-abiding citizens.

Work Details
The contractor will manage and operate an RRC for federal residents, ensuring compliance with the BOP's mission. Key responsibilities include:
- Providing annual training for staff on operational procedures, emergency protocols, and handling hazardous materials.
- Developing a comprehensive staff training program addressing sexual abuse prevention and intervention.
- Implementing a resident accountability program to ensure all residents are accounted for while in the community or facility.
- Establishing policies for authorized absences, including job searches and family visits.
- Maintaining documentation of resident movements through a sign-in/sign-out system.
- Ensuring electronic media access for staff and compliance with privacy laws regarding resident information.
- Conducting monthly staff meetings to foster communication and compliance with SOW requirements.
