Background
The solicitation is for Residential Reentry Center (RRC) Services and Home Confinement Services located within the city limits of Newark, New Jersey. The services will be provided on an indefinite-delivery, indefinite-quantity type contract with firm-fixed unit prices according to the guaranteed minimum quantities and estimated maximum quantities outlined. The period of performance for any contract awarded will be for a one-year base year and four, one-year option years.

Work Details
The contractor shall provide Residential Reentry Center (RRC) services (for In-House RRC beds) and Home Confinement Services (for Home Confinement placements) for male and female Federal offenders held under the authority of various United States Statutes that are located in the state of Tennessee within specific counties. The services include providing services on an indefinite-delivery, indefinite-quantity type contract with firm-fixed unit prices according to the guaranteed minimum quantities and estimated maximum quantities outlined.

The contractor must ensure that offenders are accurately accounted for while in the facility, at work assignments, and in all other activities outside the facility. Additionally, the contractor must have a process for assessing the individual needs of each offender to assist with their reentry into the community.

Period of Performance
The period of performance for any contract awarded will be for a one-year base year and four, one-year option years. The anticipated periods of performance are: Base Period: Date of performance through 12 months; Option Year 1: 13 months through 24 months; Option Year 2: 25 months through 36 months; Option Year 3: 37 months through 48 months; Option Year 4: 49 months through 60 months.

The Place of Performance for RRC In-House services is located within the city limits of Newark, New Jersey. Home Confinement placements radius within 100 miles of the RRC facility.
