Residential Reentry Center (RRC) Services and Home Confinement Services Within the City Limits of Las Cruces, New Mexico   4

Background
The contract is for Residential Reentry Center (RRC) Services and Home Confinement Services within the city limits of Las Cruces, New Mexico. The services will be provided on an indefinite-delivery, indefinite-quantity type contract with firm-fixed unit prices according to the guaranteed minimum quantities on the base year and estimated maximum quantities outlined above. The period of performance for any contract which may award under the RFP will be for a one-year base year and four, one-year option years.

Work Details
The contractor shall provide Residential Reentry Center (RRC) services (for In-House RRC beds) and Home Confinement Services (for Home Confinement placements) for male and female Federal offenders held under the authority of various United States Statutes located within the city limits of Las Cruces, New Mexico. The geographical radius for home confinement placements is within 100 miles of the facility. The services include providing RRC services for male and female Federal offenders, home confinement placement services, and an option to extend the performance of services for up to six months.

The contractor must ensure that offenders are accurately accounted for while in the facility, at work assignments, and in all other activities outside the facility. Additionally, they must have a process for assessing the individual needs of each offender to assist with their reentry into the community, maintain positive community relations, comply with all applicable local, state, and national health, safety, environmental laws, regulations, Executive Orders, and building codes. They also need to ensure competent staff have been recruited, trained, and retained; maintain open lines of communication with Bureau staff; and establish effective communication with U.S. Probation and local authorities.

Period of Performance
The period of performance will be for a one-year base year and four, one-year option years.

Place of Performance
The Place of Performance for RRC In-House services is within the city limits of Las Cruces, New Mexico. Home Confinement services will be within a 100-mile radius of the RRC facility.
