Background
The solicitation is for Residential Reentry Center (RRC) Services and Home Confinement Services located within the city limits of Raleigh, North Carolina. The services will be provided on an indefinite-delivery, indefinite-quantity type contract with firm-fixed unit prices according to the guaranteed minimum quantities and estimated maximum quantities outlined in the schedule. The period of performance for any contract awarded under the RFP will be for a one-year base year and four one-year option years.

Work Details
The contractor shall provide Residential Reentry Center (RRC) services (for In-House RRC beds) and Home Confinement Services for male and female Federal offenders held under the authority of various United States Statutes located within the city limits of Raleigh, North Carolina. The services include providing fixed monthly rates for different Average Daily Population (ADP) levels of Federal offenders, as well as fixed monthly rates and inmate day rates for Home Confinement placement services within a 100-mile radius of the RRC facility.

The contractor must ensure that offenders are accurately accounted for while in the facility, at work assignments, and in all other activities outside the facility. Additionally, the contractor must have a process for assessing individual needs of each offender to assist with their reentry into the community, administer effective programs, and maintain positive community relations.

Period of Performance
The period of performance includes a one-year base period and four one-year option periods. The anticipated periods of performance are: Base Period: Date of performance through 12 months; Option Year 1: 13 months through 24 months; Option Year 2: 25 months through 36 months; Option Year 3: 37 months through 48 months; Option Year 4: 49 months through 60 months.

Place of Performance
The place of performance for RRC In-House services is located within the city limits of Raleigh, North Carolina. Home Confinement placements radius within 100 miles of the RRC facility.
