Residential Reentry Center (RRC) Services and Home Confinement Services and MINT Services Located within the City Limits of Fort Worth, Texas   3

The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located within the city limits of Fort Worth, Texax.

Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "Residential Reentry Center, April 2017." Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for Line Items 1 and 2.

For the Home Confinement requirement for home confinement placements, male and female quantities are combined for an estimated number of inmate days.

For Line Item 1, the guaranteed minimum quantities and estimated maximum quantities for the RRC services for the in-house RRC beds requirement are as follows:

Base Year: The guaranteed minimum number of inmate days is 6,570 (14 males and 4 females) with an estimated maximum number of inmate days of 24,820 (54 males and 14 females);
Option Year 1: The estimated maximum number of inmate days is 24,820 (54 males and 14 females);
Option Year 2: The estimated maximum number of inmate days is 24,888 (54 males and 14 females);
Option Year 3: The estimated maximum number of inmate days is 24,820 (54 males and 14 females);
Option Year 4: The estimated maximum number of inmate days is 24,820 (54 males and 14 females);
Option Year 5: The estimated maximum number of inmate days is 24,820 (54 males and 14 females);
Option Year 6: The estimated maximum number of inmate days is 24,888 (54 males and 14 females);
Option Year 7: The estimated maximum number of inmate days is 24,820 (54 males and 14 females);
Option Year 8: The estimated maximum number of inmate days is 24,820 (54 males and 14 females);
Option Year 9: The estimated maximum number of inmate days is 24,820 (54 males and 14 females); and
Option 6 Month Extension: The estimated maximum number of inmate days is 12,308 (54 males and 14 females).
For Line Item 2, the guaranteed minimum quantities and estimated maximum quantities for the home confinement services for the home confinement placement requirement are as follows:

Base Year: The guaranteed minimum number of home confinement placements is 1,825 (5 placements onto home confinement) with an estimated maximum number of home confinement placements of 7,300 (20 placements onto home confinement);
Option Year 1: The estimated maximum number of home confinement placements is 7,300 (20 placements onto home confinement);
Option Year 2: The estimated maximum number of home confinement placements is 7,320 (20 placements onto home confinement);
Option Year 3: The estimated maximum number of home confinement placements is 7,300 (20 placements onto home confinement);
Option Year 4: The estimated maximum number of home confinement placements is 7,300 (20 placements onto home confinement);
Option Year 5: The estimated maximum number of home confinement placements is 7,300 (20 placements onto home confinement);
Option Year 6: The estimated maximum number of home confinement placements is 7,320 (20 placements onto home confinement);
Option Year 7: The estimated maximum number of home confinement placements is 7,300 (20 placements onto home confinement);
Option Year 8: The estimated maximum number of home confinement placements is 7,300 (20 placements onto home confinement);
Option Year 9: The estimated maximum number of home confinement placements is 7,300 (20 placements onto home confinement); and
Option 6 Month Extension: The estimated maximum number of home confinement placements is 3,620 (20 placements onto home confinement).

For Line Item 3, the guaranteed minimum quantities and estimated maximum quantities for the Mothers and Infants Together (MINT) Services placement requirement are as follows:

Base Year: The guaranteed minimum number of MINT services is 730 (2 placements onto MINT) with an estimated maximum number of MINT placements of 2,190 (6 placements onto MINT);
Option Year 1: The estimated maximum number of MINT placements is 2,190 (6 placements onto MINT);
Option Year 2: The estimated maximum number of MINT placements is 2,196 (6 placements onto MINT);
Option Year 3: The estimated maximum number of MINT placements is 2,190 (6 placements onto MINT);
Option Year 4: The estimated maximum number of MINT placements is 2,190 (6 placements onto MINT);
Option Year 5: The estimated maximum number of MINT placements is 2,190 (6 placements onto MINT);
Option Year 6: The estimated maximum number of MINT placements is 2,196 (6 placements onto MINT);
Option Year 7: The estimated maximum number of MINT placements is 2,190 (6 placements onto MINT);
Option Year 8: The estimated maximum number of MINT placements is 2,190 (6 placements onto MINT);
Option Year 9: The estimated maximum number of MINT placements is 2,190 (6 placements onto MINT); and
Option 6 Month Extension: The estimated maximum number of MINT placements is 1,086 (6 placements onto MINT).

It is the intent of the Government to award all line items (RRC in-house beds; home confinement placements; and MINT services) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government.

The estimated closing date of 15BRRC19R00000157 will be on or about March 3, 2019.
