The objective of this contract is to stabilize offender substance use disorders, enhance superivison compliance, contain further risks of offender recidivating, promote prosocial engagement, enhance offender self-efficacy, coordinate access to community recovery systems, improve program retention, enhance the continuity of care post program completion, and return offenders to the community free from illicit substance use.

The length of placement to be provided will normally be up to 30 days, to include a 30-day restricted movement period. The length of the placement may be extended by the Contractor based on justifiable recommendations, with input from the offender's assigned Community Supervision Officer (CSO). An updated Billing Authorization will be provided to the Contractor to cover any placement extenstion. The Contractor shall provide substance use disorder treatment services for men and women at the Contractor's facility located in the District of Columbia, Maryland and Virginia. The Contractor's Facility must be located within a 30-mile radius of 633 Indiana Avenue NW, Washington, DC 20004-2902.

Amendment 001:

Updates the Statement of Work (SOW) to add section C.2.3 local area restriction, as stated in the solicitation description above and section C.4 to remove West Virginia. This amendment also removes the FAR 26.2 Local Set Aside Restriction reference in SAM. The updated SF 30- 9594CS24R0022-0001 Solicitation document and Question & Answer document are added as new attachments.

Amendment 002

This Amendment extends the submission date and adds attachment Question & Answer Response Final document. The updated SF 30 and attacmnent added to solicitation documents. All amendments shall be acknowledged with proposal submissions.

Amendment 003

The purpose of this Amendment is to extend the solicitation submission date to June 3, 2024 @ 11:00 am EST.

Amendment 004

The purpose of this Amendment is to add Attachment J-14 Price Breakout Table, and update the SOW Sections C, H, and L. Section L.8 Question and Answer has been extended to to May 20, 2024, 11:00 AM EDT. The updated sections are underlined.

Amendment 005

The purpose of this Amendment is to add the Final Question & Answer Response Sheet Attachment after the Amendment 004 reopened Q&A period.

Background
