1. Solicitation number 1305M326Q0283 is issued as a request for quotation (RFQ), Research Vessel S.P. Hayes Repair Services in Seattle, WA.
Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for Research Vessel S.P. Hayes Repair Services in Seattle, WA, in accordance with the Statement of Work. Period of Performance is date of award through 30 days' work must be completed within 2 weeks after vessel arrival to vendor's location.
A complete description of requirements for the items to be acquired, including documentation supporting any brand name descriptions or technical data, can be found in the SF18.
2. This is a request for quotations (RFQ) for commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
The Government intends to award as a trade-off, single award, firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
3. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.
THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR'S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT.
Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

Background
The National Oceanic and Atmospheric Administration (NOAA) is issuing solicitation number 1305M326Q0283 for the repair services of the Research Vessel S.P. Hayes, located in Seattle, WA. The goal of this contract is to ensure that the vessel is properly maintained and repaired to support NOAA's mission of understanding and predicting changes in climate, weather, oceans, and coasts. The contractor will perform spot sanding, priming, and painting of the R/V Hayes’ cabin. The specific areas to be addressed include:
