Description

The National Oceanic and Atmospheric Administration (NOAA), NOAA Fisheries, Northeast Fisheries Science Center (NEFSC) intends to orally solicit, in accordance with FAR 13.106-1(c) for research vessel haul out and repairs of the NOAA research vessel Gloria Michelle. The services include repairs to includea; Haul, block, and clean underwater hull. Renew and replace cathodic protection. Gauge hull and house. Repair ding in propeller. Service keel cooler. Renew insulation in engine room and machine shop. Paint Hull, bulwarks, trawl winches, lazarette, and shaft alley.
REQUIREMENTS:
NEFSC will support operations of the 72' NOAA Research Vessel Gloria Michelle (Vessel) and has a current requirement for repair services and modifications for NOAA R/V Gloria Michelle (F7201) to include the following services and repairs: Haul out of the vessel, block the vessel, and clean underwater hull. Renew and replace cathodic protection. Gauge hull and house. Repair ding in propeller. Service keel cooler. Renew insulation in engine room and machine shop. Paint Hull, bulwarks, trawl winches, lazarette, and shaft alley.
The vessel will be available June 24, 2024 to July 19, 2024 for haulout with no option periods. This is a firm period of performance.
A comprehensive list of requirements will be included in the Request for Quote (RFQ).
This notice is not a solicitation nor a RFQ. This notice does not guarantee that a solicitation for this anticipated contract action will be issued and does not guarantee, implied or otherwise, that a contract will be awarded for this anticipated contract action.
The proposed contract action is set aside 100% for small businesses. The associated North American Industry Classification System (NAICS) code is 336611, and the small business size standard for this requirement is 1,300 employees. It is highly encouraged that any small business meeting this size standard and desiring to be considered for award be registered in the System for Award Management (SAM) using this NAICS code. It should be noted that offerors must be registered in SAM prior to submission of an offer. For additional information and to register in SAM, please access the following web site: https://sam.gov/. In order to register with the SAM, all offerors must also have a unique entity identifier through http://sam.gov/conent/entity-registration.
Solicitation requirements are anticipated to be orally solicited on or about June 17, 2024. Paper copies of this solicitation will not be issued via SAM.gov or FedConnect. Interested parties may send a notice of interest to Sandra Caswell at sandra.caswell@noaa.gov to be considered as an interested vendor for oral solicitation purposes. Work Details
The contract requires repair services and modifications for NOAA R/V Gloria Michelle (F7201). Tasks include hauling out the vessel, cleaning the underwater hull, renewing and replacing cathodic protection, gauging the hull and house, repairing a ding in the propeller, servicing the keel cooler, renewing insulation in the engine room and machine shop, and painting various parts of the vessel. The vessel will be available from June 24, 2024 to July 19, 2024 for haulout with no option periods.
