NOTICE OF INTENT TO AWARD SOLE-SOURCE TO INSTITUTE OF MEDICINE NATIONAL ACADEMY OF SCIENCES(IOM),

The U.S. Department of Labor (DOL), Office of Procurement Services (OPS), in support of the Office of Bureau of International Labor Affairs (ILAB) intends to award a Firm Fixed Price contract on a sole source basis to the Institute Of Medicine National Academy Of Sciences (IOM), located at 500 Fifth Street, NW, Washington, D.C. 20001.

The proposed contract action requires a vendor to conduct research to assist ILAB in the development of its research strategy on child labor and forced labor, including funding priorities for future research. The research will be conducted in three inter-related phases: refinement of a literature review framework for use by the literature review authors and in the planning of the workshop, a literature review, and an experts' workshop. The final deliverables that will be produced include a refined literature review framework, a literature review report, a short read-ahead paper for use at the experts' workshop, an experts' workshop, a summary report on the workshop, 3 ILAB/workshop committee/grantee meeting agendas and brief meeting minutes, a workshop agenda, a list of workshop participants, and 2 progress reports.

The statutory authority for this sole source procurement is FAR 8.405-6(b)(1).
